WASHINGTON — President Donald Trump plunged the U.S. into a murky funding crisis by placing a sweeping freeze on federal grant and loan forgiveness, a decision that imperils vulnerable people and hundreds of billions of dollars that flow to state, local and tribal governments nationwide.
At risk is funding for thousands of individual portions of federal money, spanning international and national projects, plus items that relate directly to New Jersey, including relief grants for Superstorm Sandy, funding for Amtrak, research dollars for fisheries and coastal ecosystems, and the Sept. 11 National Memorial Trail, a 1,500-mile route that cuts through the state.
